The British operatives have been directing airstrikes from British jets and gathering intelligence about the whereabouts of Libyan government tank columns, artillery pieces and missile installations”, the officials said.

“In addition, the American spies are meeting with rebels to try to fill in gaps in understanding who their leaders are and the allegiances of the groups opposed to Colonel Qaddafi”, said United States government officials, speaking on the condition of anonymity because of the classified nature of the activities. “Several weeks ago, President Obama signed a secret finding authorizing the C.I.A. to provide arms and other support to Libyan rebels”, American officials said this March 30’ 2011. “But weapons have not yet been shipped into Libya, as Obama administration officials debate the effects of giving them to the rebel groups”. The presidential finding was first reported by Reuters.

In a statement released Wednesday evening, Jay Carney, the White House press secretary, declined to comment “on intelligence matters,” but he said that no decision had yet been made to provide arms to the rebels.

But the US Congress is in opposition with Obama. Representative Mike Rogers, a Michigan Republican who leads the House Intelligence Committee, said Wednesday that he opposed arming the rebels. “We need to understand more about the opposition before I would support passing out guns and advanced weapons to them,” Mr. Rogers said in a statement.

STRATFOR, on March 28’ 2011 confirm the fact, hidden by Obama administration in conflict with the US Congress : “While arms transfers are believed to have been occurring unofficially, courtesy of Qatar and Egypt, they aren’t going to do the job, and it is not quite clear what level of materiel would. (This is to say nothing of the amount of training that would need to go along with any arms shipments to eastern Libya, as the rebels also have proven themselves to be lacking in command and control, communications and logistics capabilities.”

 

Despite the official publicly stated “goal of the Libyan campaign is not explicitly to overthrow Colonel Qaddafi’s government”, the clandestine war now going on in Libya is not significantly different from the Afghan campaign to drive the Taliban from power in 2001. Back then, American C.I.A. and Special Forces troops worked alongside Afghan militias (from other islamists factions than the Talibans), armed them and called in airstrikes that paved the rebel advances on strategically important cities like Kabul and Kandahar.

 

“In recent weeks, the American military has been monitoring Libyan troops with U-2 spy planes and a high-altitude Global Hawk drone, as well as a special aircraft, JSTARS, that tracks the movements of large groups of troops”, said NY TIMES. Lt. Gen. David A. Deptula, who recently retired as the Air Force’s top intelligence official, said “that Libya’s flat desert terrain and clear weather have allowed warplanes with advanced sensors to hunt Libyan armored columns with relative ease, day or night, without the need for extensive direction from American troops on the ground”.

 

But Gaddafi’s forces has quickly adapted their tactics to the NATO sky domination. They use light vehicles, guerilla tactics, with large moves, engage fights in the cities and not on open fields. STRATFOR, the major US geopolitic and security Think Tank, wrotte on March’28 : “Ultimately, Gadhafi’s forces appear to be conducting a deliberate withdrawal rather than being forced into a retreat (…) The bottom line is that loyalist forces are consolidating their position and falling back to strongholds inside fortified urban areas where they will be less exposed and less vulnerable to air power. These maneuvers indicate the coalition’s fundamental challenge remains unaltered”.

So when “ government troops advance into or near cities in along the country’s eastern coast, which so far have been off-limits to coalition aircraft for fear of causing civilian casualties, General Deptula said that ground operatives would be particularly helpful in providing target coordinates or pointing them out to pilots with hand-held laser designators”. And on the field, with its new guerilla tactics and movements, Gaddafi’ forces give hard lessons to the Islamists “rebels”. Despite US and NATO strikes ! Threse new tactics are including tactic traps like in front of Syrte or Ben Jawas these past days, “calculated decision by Gadhafi’s troops to withdraw and dig in more defensible positions” (STRATFOR).

L’EXPRESS (Paris, March 31, 2011) quotes a French government source: "In front, the forces of Tripoli have recovered, adapted themselves, they keep deadly ambushes on the rebel column and encounter little resistance." Gaddafi has "perfectly trained battalions, used either to conduct targeted counter-attacks or to retreat to Tripoli where they could organize themselves into defensive lines," says one source familiar with the matter in Paris.

 The Spanish Civil War of 1936-39 was obviously considered by Gaddafi’s strategists. As before Madrid, and while the sky was dominated by the Nazi Condor Legion and Italian fascist aviation combined with Franco Nationalists, Republicans and the International Brigades had organized mobile columns, small tactical units. An expert confirmed on French TV LCI (March 31, 23h) the use of "mobile columns": "Gaddafi’s forces have changed tactics. They understood that their crushing in front of Benghazi in the early hours of the coalition strikes was due to their heavy equipment. They organized small highly mobile units, a dozen light vehicles, that nothing distinguish anymore from the rebels ". Armed with heavy portable weapons, rocket launchers, mortars, heavy machine guns, "they are extremely deadly to the rebel forces" and "virtually undetectable from the sky, moving silently in the desert." In short, the perfect adaptation of Gaddafi’s forces to "asymmetric warfare" for the Libyan theater of operations.So is the last analysis of STRATFOR, this March 30 : “If regime change without having to insert Western forces is indeed the end goal, and ground troops are the most expedient way to push Gadhafi out in a somewhat timely manner, it would seem that bolstering the rebel forces in the east with better weapons and training is the next logical step.  “The C.I.A. and British intelligence services were intensely focused on Libya before”, comment NY TIMES. So when “Colonel Qaddafi began his recent crackdown on the rebel groups, the American spy agencies have worked to rekindle ties to Libyan informants and to learn more about the country’s military leaders”.

A former British government official who is briefed on current operations confirmed media reports that “dozens of British Special Forces soldiers, from the elite Special Air Service and Special Boat Service units, are on the ground across Libya. The British soldiers have been particularly focused on finding the locations of Colonel Qaddafi’s Russian-made surface-to-air missiles”.

A spokesman for Britain’s Ministry of Defense “declined to comment”, citing “a policy not to discuss the operations of British Special Forces”.
